The case of water quality planning for the Potomac estuary - Dr. Davis's study analyzes the technical and institutional components of water resuorce plannning in order to provide increased understanding of the problems and possible solutions. He considers four major questions: How many alternative courses of action action may be technologically possible in a water quality management problem? What are the analytical problems problems involved in the study of alternatives? What are the institutional and procedural obstacles that limited the range of alternativies offered to planners?
